Nothing here is sent without a signature from the key that holds the role. The program refuses every other key.
Pause / resume new seals
Pausing blocks commit only — opening, settling, scoring, claiming and closing go on
(SECURITY.md §1, test pausing_blocks_new_seals_and_nothing_else).

Order: the sponsor (or the founder for them) sends fund_pot; its signature goes into
the file. For the submission the pot is a fixed 250 SKR per evening: the Settler creates the rounds and does not read this file. Sponsors pay their bonus to the winner directly (variant C, docs/SPONSOR-TOKENS.md).
Without a checked signature the Settler counts the share as 0 (docs/SPONSOR-TOKENS.md).
